October 24, 2012

Special meeting of the Cortland Community Library Board at 7 pm. on October 24, 20102 to discuss and approve the Levy for Fiscal Year 2013.

Members present: Mary Benson, Maxine Divine, John Francisco, Harlan Hawkns, and library director Barb Coward.

Minutes of the October 17th meeting were not available.

The September 2012 treasurer's report was approved at the October 17th meeting and not discussed further.

No citizens were present to speak to the Library Board.

Mrs. Coward discussed how the 3% limit in the Library Fund is now a limiting factor in the Levy.

Harlan Hawkins moved to reinstitute the Library Operations and Maintenance fund in the amount of $15,000 for the Levy request due in December 2012, for taxes to be collected in 2013. Mary Benson seconded this motion. Voice vote; Mary Benson, yes; Maxine Divine, yes; John Francisco, yes; and Harlan Hawkins, yes.
Motion passed.

After discussion of the proposed levy, Mary Benson moved to approve a total Levy of $260,000 divided into the following categories:
Operations and Maintenance $15,000
IMRF $14,000
Library Fund $205,000
Audit $6,000
Tort Judgments, Liability $8,000
Social Security $12,000
Total Levy for Library $260,000
John Francisco seconded this motion. Voice vote: Mary Benson, yes; Maxine Divine, yes; John Francisco, yes; and Harlan Hawkins, yes.
Motion passed..

Mrs. Coward talked about possible ares of economizing in the future, because it is unlikely that the library will receive the entire levy amount.
The PTEL ( tax cap) and the limiting factors of several funds will most likely result in only $239,583 being received from this levy.

Harlan Hawkins moved to adjourn at 7:30. All in favor. The meeting was adjourned.
